USAID is facilitating a twinning partnership between the Metropolitan Waterworks and Sewerage System (MWSS) in Manila, Philippines, and both the Municipality of Yancheng, China and the city's concessionaire, China Water Company, to develop a participatory approach to monitor and evaluate the utility's performance. MWSS will be sharing the Public Assessment of Water Systems (PAWS) approach it has developed in partnership with the University of the Philippines, which provides utilities with valuable feedback on operational and business planning while increasing consumer involvement and public awareness. The twinning partnership focuses on: (1) demonstrating the importance of aligning service delivery goals with customer demand and preferences using a sustained feedback mechanism; (2) increasing Yancheng's capacity to establish a customer feedback system including immediate application and roll-out; and (3) motivating key stakeholders in Yancheng to actively participate in improving water service delivery.
