Securing High Water Quality throughout the Distribution Network
Water quality management, which addresses water supply system assessments, water quality monitoring and holistic management of water from catchments to taps, helps water operators identify, prevent and mitigate potential public health risks. In Asia, where water resources management involves primarily line ministries and departments, leaving water operators out of the decision-making process, water quality management remains limited. In addition, with imminent climate change impacts upstream, downstream water supply operators will face increasing challenges to manage water quality.
To assist water operators in developing and implementing water safety plans, WaterLinks development partners have facilitated a number of partnerships on this topic. In addition, under WaterLinks, the World Health Organization is working with AusAid to develop a new tool for water operators in assessing and addressing water quality risks.
Current and Past Water Operator Partnerships on Water Quality Management:
- Dhaka Water Supply and Sewerage Authority (DWSSA) in Bangladesh faced challenges in providing adequate water supply, had many leaks and poor water quality in its network, poor surface water quality, and limited supply in slums. Following a diagnostic visit by Korea Water, the two partners worked to develop a water safety plan, build staff capacity, and reduce non-revenue water.
- Da Nang Water Supply Company (DAWACO) in Vietnam worked with Manila Water International Solutions (MWIS), a subsidiary of the Manila Water Company in the Philippines, to raise its water quality. Following numerous pipe flushing and disinfection activities, the chlorine residuals doubled and met or exceeded WHO's minimum requirements in the pipes serving 4,000 accounts. DAWACO now plans to replicate this activities to the rest of its 99,000 customers.
- Thua Thien Hue Water Supply Company (HueWACO) in Vietnam improved its water quality management and increased customer satisfaction with assistance from Yokohama Water in Japan. The partners addressed technical issues in the water source intake, treatment plants, distribution network and laboratories, and created new policies to improve staff capacity and customer service.
