With large member bases and in-depth local knowledge, national and regional water associations play an important role in supporting and promoting partnerships. They have direct and wide access to water and sanitation services providers and can access their members' needs and priorities. Selected associations have taken interest in facilitating domesitc partnerships and have expressed plans to improve how they manage their database, assess member capacity building needs, and develop their own twinning programs.
WaterLinks and National Associations
WaterLinks works with several national water associations to support their efforts to promote twinning partnership and member capacity building programs. In Indonesia and the Philippines, WaterLinks cooperates with the Indonesian Water Supply Association (PERPAMSI) and the Philippine Association of Water District (PAWD) to develop their domestic twinning programs by introducing a partnership facilitation model (adopted from the WaterLinks Facilitation Guidelines) and advocating twinning in numerous national events. PERPAMSI and PAWD are currently implementing their first domestic twinning programs involving more than 20 member operators In the two countries.
In Vietnam and India, WaterLinks is connecting with the Vietnam Water Supply and Sewerage Association (VWSA) and the India Water Works Association (IWWA) to promote twinning programs and share the lessons and experiences of partnerships in the two countries to date.
WaterLinks and selected associations are also exploring opportunities to develop association-to-association twinning programs to build the capability of emerging associations to better serve their members. Associations in Japan, Australia, and the U.S. have a wealth of knowledge in engaging their members, organizing capacity building activities, conducting targeted research, fundraising, and supporting policy options.

WaterLinks and Regional Water Networks
WaterLinks coordinates and works with three active regional water utility networks to support their member service providers in capacity building activities. These networks serve as a platform for promoting regional twinning programs through their continuous improvement and benchmarking programs and their regional training workshops. The following regional networks are partners of WaterLinks:

- South Asian Water Utilities Network (SAWUN)
- Southeast Asian Water Utilities Network (SEAWUN)
