Task 10.4.1: Conduct Scheduled Evaluations
- Work as a team with the outside evaluator, assisting in setting up sites, contacting local authorities and receiving approvals.
- Allow them outside source to conduct the actual evaluation sessions with no promotion program staff or team members present.
- Keep the evaluation separate from all supervision and monitoring tasks.
- Complete draft evaluation tools and provide them to the evaluator (Activity 10.3).
- Supervise the evaluations to ensure timely, responsible conduct.
Task 10.4.2: Prepare and Finalize the Evaluation Report
- Request evaluation reports within two weeks of the evaluation.
- Share and review it with team members and return to the evaluator with requested changes within on week of receipt.
- Request that final changes be made and final document be returned within one week of receiving promotion team feedback.
- If appropriate and included in the terms of reference, request that a presentation of recommendations be prepared and submitted with the final report.
Task 10.4.3: Provide Success Stories
There would be no success without the target audiences and their willingness to participate in the promotion program and adopt the promoted feasible practices, so thank them!
- Read Example 10.2: Evaluation Can Lead in Many Directions:
Evaluation can lead in many directions. For example, one southeast Asian country detailed its original objective “teach mothers that their piped water was safe and that there was no need to boil it.” The evaluation showed that this had been achieved with at least 60% of the mothers targeted (the developed success indicator) and it was time to move on to something new.
However, the program discovered during the evaluation that there was a unique barrier to mothers in one target village due to another promotion program that was advocating for boiling unsafe water. They made program adjustments, aimed at this specific segment of the population, taking into account the other promotion program.
They also learned that drinking piped water without boiling it had gained popularity and many mothers were adopting it and that the practice had gained visibility and acceptability. However, local, non-governmental leaders voiced their doubts about the actual safety of piped water and a new advocacy piece was designed specifically targeting these local, non-governmental leaders.
- Share success stories with communities and target audiences through community meetings and events.
- Develop five success stories of the promotion program:
- Write one 30-second radio announcement about one success and pass to the local station for free public service announcement airing.
- Write two short columns on two successes for the local newspaper and have them published.
- Interview one team member on another success and have it played on the TV or radio.
- Prepare a newsletter article and send it out via email to all promotion program partners.
Task 10.4.4: Suggest Changes
- Read Product 9: Suggested Promotion Program Changes, which outlines information needed to modify or adjust a present promotion effort or move forward on a new promotion.
- Synthesize the evaluation report to a one to two-page reference document that clearly lead to the next phase or new program.
- With this synthesis and a presentation of evaluation recommendations, present to all of the agency leaders, management and promotion program team.
