PDF DownloadTo ensure unbiased results and objective recommendations, the promotion program team should consider working with an outside source to conduct the evaluation(s). It is important that the promotion program team develops draft tools, draft monitoring and evaluation plan, and draft report format before working with an outside source. The team needs to take full ownership of the results and clearly guide the evaluation process.
- Develop a terms of reference for the interim and final evaluations.
- Present the draft evaluation report form and draft evaluation tools.
- Include in the terms of reference:
- A clear timeframe and dates for two evaluations;
- The maximum budget amount;
- The Budget Template;
- The Synthesis of Findings and Behavior Analysis Tables;
- The promotion Plan;
- The Promotion-Specific Monitoring and Evaluation Plan;
- The Suggested Evaluation Methods and Possible Questions;
- The Suggested Evaluation Report Outline.
- Select an outside source that has not had any involvement in the program to date to ensure objectivity and impartiality of the findings and recommendations.
