The broad change strategy monitoring and evaluation plan must include key evaluation questions and 10 to 15 success indicators that are directly related to the behavioral objectives.  It is useful to develop a broad plan now to help guide the eventual promotion monitoring and evaluation and familiarize the team with the principles and techniques.
