Who should use this Toolkit?
This Toolkit is for you and your organization, if any of the following are true:

  1. You work for a water and/or sanitation program or department.
  2. You work in a local government agency or commercial/public utility.
  3. You need to change what your citizens/customers understand, know, and/or do about water and/or sanitation in your community.
  4. You have been tasked to develop and implement a promotion program – communication, social marketing, training, mobilization, and/or advocacy.
  5. You plan to expand your services or products and need to promote to a new customer base or raise your fees on existing services and/or products.
  6. You need to increase your collection rates, i.e. percentage of customers who pay their bills.
  7. You work with communities to help them access improved water supply and sanitation services and/or improve their hygiene practices.
  8. You supply water through piped water connections, public taps, truck deliveries or shops, selling of bottled water.
  9. You provide sanitation services such as piped sewerage, septic tank emptying or latrine construction.
  10. You promote hygiene within communities such as handwashing with soap, safe drinking water, personal or environmental cleanliness.
  11. You are mandated by law to provide water supply and sanitation services to city residents.
  12. You collect fees for water and/or sanitation services.
  13. You are trying to expand your citizen/customer base and need to promote your services or products.
  14. You are trying to bring about change in the communities where you work.

We should consider promotion for our program, IF:

  1. We need to change what our citizens/customers understand, know, and/or do about water and/or sanitation in our community.
  2. We need to change what our citizens/customers understand, know, and/or do about our services or products.
  3. We plan to expand our services or products and need to promote to a new citizen/customer base or introduce a new fee.
  4. We are trying to expand our citizen/customer base and need to promote our services or products.
  5. We need to improve the conditions within the community we serve through improved citizens/customers practices, such as healthful hygiene, handwashing with soap, and use of toilets.
  6. We are trying to bring about change in the communities where we work.

What will this Toolkit help us do?
The Toolkit will help us to:

  • Plan and implement a promotion program.

How long does this 10-Step Promotion process take?
This 10-Step Promotion process takes 8-months.

How is this Toolkit organized?
Each step in the Toolkit builds on the previous step through the use of activities and decision making tools.  Each tool helps a promotion team make decisions to move forward.  Each decision made informs subsequent decisions to be taken to complete Toolkit products.  Each product provides the guidance and documentation needed to successfully complete each step until the promotion team has designed, developed, implemented, and evaluated its process, outcomes and impact. 

To help build the promotion effort/campaign step-by-step, the Toolkit is made up of:

  • Steps, Activities, and (in some cases) Tasks – These detail what is to be done.  These are organized in the order in which they need to take place to build the foundation discussed above.
  • Diagrams – These give a graphic representation of the steps and activities.  These diagrams are found the first page of each step.
  • Products – The products are final deliverables for each step.  The full set is found at the end of the Toolkit.
  • Decision Making Tools – These provide details on “how-to” do something and/or a sample to be used or adapted.  Each step’s set of Decision Making Tools is found at the end of the step.
