WaterLinks with USAID support facilitated a 12-month partnership between Ranhill Utilities Berhad of Malaysia and the Bac Ninh Water Supply and Sewerage Company Ltd. (Bac Ninh) in Vietnam to build Bac Ninh's capacity to reduce water losses. Bac Ninh provides water supply, wastewater management, and drainage services for the Bac Ninh province, northeast of Hanoi, and is based in Bac Ninh Town.  Throughout the partnership, Ranhill conducted four training sessions (classroom and hands-on) in Bac Ninh Town and hosted a technical visit by Bac Ninh its operations in Johor Baru.  The training focused on on understanding water losses (physical and commercial aspects) and water balance; addressing leakages with relevant technologies; mitigating leakages and losses; improving metering and billing/collection processes; designing, applying and managing systems to reduce and manage water losses such as through establishment of district metered areas (DMA).  With Ranhill's assistance, Bac Ninh piloted its first DMA set-up to analyze and address water losses.  As of 2009, water losses in the pilot area have fallen from 70 to 40 percent primarily due to meter replacements and targeted leak repairs.  By 2011, Bac Ninh has already established another DMA and intends to scale- up throughout its service area to further improve operational efficiencies by managing water losses.
