WaterLinks twinning partnerships match water operators with proven capabilities (“mentors”) with counterparts interested in partnering to improve performance (“recipients”). Mentors share their expertise with recipients within the context of a memorandum of understanding (MOU) and work program that details member roles and responsibilities, activities, outcomes, timeframes and resources. These “twinning” activities may include peer reviews, technical assistance in developing and implementing improved policies and practices, specialized on-the-job training, technology demonstrations and information exchange. A typical twinning partnership lasts 9-18 months. WaterLinks development partners facilitate and co-fund partnership activities.
