USAID and PDAM Kota Surabaya initially discussed three potential topics for twinning activities and subsequently agreed to focus on improving pressure management in the distribution network to enable continuous water supply. Selected service areas in Surabaya, especially in the city’s northeast and center zones, currently encounter discontinuous and limited water supply due to poor pressure distribution in the pipelines. The PDAM sought assistance to address the service delivery constraint from another practitioner.
