Indah Water Konsortium (IWK), a wastewater utility wholly owned by Minister of Finance Inc. of Malaysia, is a regional model for the efficient and cost effective management of wastewater in the country.  It manages more than 8,000 sewerage treatment facilities throughout Malaysia, ranging from modern centralized facilities to communal systems.  IWK is the biggest provider of septage services from septic tank desludging to sludge treatment and disposal for more than 1 million customers nationwide. IWK effectively uses the media and public outreach campaigns to increase awareness and willingness to pay among its customers.  IWK has excelled in developing local and regional linkages to share their best practices and have trained utility staff from many countries throughout Asia.

The City of Medan, Indonesia's fourth largest city, has developed a citywide sanitation strategy that covers the sector’s development priority until 2012, including the central city wastewater system. With funding from ADB, the central government has allocated funds to improve the central city wastewater system in 10 cities in Indonesia, including Medan. The central government set aside IDR5 billion to help the City of Medan in 2008. These funds will be used to increase the wastewater collection coverage by improving and optimizing the network, while the city of Medan and PDAM (the city's water utility) will be responsible for getting people to connect.  The central government has promised to pledge more funds for Medan’s sewerage system if the city can demonstrate that it can increase wastewater service coverage. To achieve this target, the city and water utility need to raise awareness about the importance of sanitation, and generate demand for sanitation services, willingness to connect to the sewer system, and willingness to pay user fee charges.
