Indah Water Konsortium (IWK), a wastewater utility wholly owned by Minister of Finance Inc. of Malaysia, is a regional model for the efficient and cost effective management of wastewater in the country.  It manages more than 8,000 sewerage treatment facilities throughout Malaysia, ranging from modern centralized facilities to communal systems.  IWK is the biggest provider of septage services from septic tank desludging to sludge treatment and disposal for more than 1 million customers nationwide. IWK effectively uses the media and public outreach campaigns to increase awareness and willingness to pay among its customers.  IWK has excelled in developing local and regional linkages to share their best practices and have trained utility staff from many countries throughout Asia.

Halong City and Halong Bay are at the heart of Vietnam’s tourist industry.  In an effort to protect this natural resource and the tourism industry it supports, as well as reduce waterborne disease, the City People’s Committee (CPC) of Halong has made significant efforts towards improving sanitation services in the last 7 years.  The CPC has built new sanitary landfills, constructed a septage treatment facility, and successfully constructed the World Bank-funded Bai Chay centralized wastewater treatment and interceptor sewer system. 

Key constraints included low operation and maintenance capacity for the new sewer interceptor and wastewater treatment facility. In this pilot project, IWK assisted the City People’s Committee in developing operator capacity to ensure long-term function of sewer and treatment plant infrastructure. This will be accomplished by producing a comprehensive wastewater treatment plant operator-training program.
